ANALYSIS: The argument doesn’t say what cost of production means. Country F may have a different production cost than country G.

It’s possible that producers from country F are selling for more than the production cost in country F. In that case, it’s unclear whether they are dumping.

  1. CORRECT. If Country F’s producers are selling above the cost of production in their country, they may not be dumping.
  2. Who cares whether dumping is harmful or not? The argument is trying to conclude that dumping happened, not whether it is good or bad.
  3. This talks about selling for a different price in different countries. That’s not dumping. Dumping is selling below production cost.
  4. We don’t care if shrimp producers make money. We only care whether they are dumping, which is selling below production cost.
  5. This doesn’t matter. As long as the price is below production cost, it’s dumping. Doesn’t matter whether it’s one cent or a thousand dollars.
